Germany’s statutory health insurance system (GKV) continued to feel the strain of rising healthcare expenditures in July 2025, as nine health insurers officially increased their Zusatzbeitrag (additional contribution) rates. The hikes, which took effect on 1 July 2025, affect hundreds of thousands of policyholders and are part of a broader trend of cost escalation within the public insurance sector.

Key Increases Among Major Insurers

Notable increases include:

  • BMW BKK: from 2.90% → 3.90%
  • IKK – Die Innovationskasse: from 3.60% → 4.30%
  • EY BKK: from 1.04% → 2.29%
  • BKK PwC: from 2.08% → 2.40%
  • SECURVITA BKK: from 3.20% → 3.90%
  • BKK Technoform: from 2.49% → 3.49%

These increases follow earlier adjustments by other insurers in February, April, and May 2025. The average Zusatzbeitrag across all GKV providers is now approaching 2.9%.

Why Are Rates Increasing?

According to statements from the GKV-Spitzenverband (National Association of Statutory Health Insurance Funds), the hikes are driven by ongoing demographic pressures, rising treatment costs, and digital infrastructure investments like the expansion of the electronic patient record (ePA) system.

Administrative representatives have warned that, without immediate reform or increased federal subsidies, more insurers may be forced to raise their rates again before the end of 2025.

Financial Impact on Policyholders

The Zusatzbeitrag is shared equally between employers and employees. For example, a 1% increase on a monthly income of €4,000 results in an extra €20 monthly cost split equally (€10 each).

For policyholders with higher contributions (above 4% in some cases), the cumulative burden can now exceed €50 per month, prompting many to consider switching insurers or reviewing alternative coverage options.

Can You Switch Insurers?

Yes. Under German law, insured individuals have the right to switch statutory providers if their current insurer raises its Zusatzbeitrag. However, a two-month notice period applies. Many comparison portals offer up-to-date overviews of provider rates and services.
